Indigenous Sovereignty, Climate Justice, and SOGIESC+ Equality: Strengthening Human Rights in the Blue Pacific Continent

The Regional Organising Committee (ROC) of the 4th Pacific Human Rights Conference (PHRC4) invites Expressions of Interest (EOI) from individuals and organisations wishing to attend PHRC4 as self-funded participants.

PHRC4 will be held in Tahiti, French Polynesia, from 19–21 October 2026 and is hosted by the Government of French Polynesia through its Host Organising Committee. The Pacific Sexual and Gender Diversity Network (PSGDN) serves as the Conference Secretariat, supporting the coordination and delivery of the conference on behalf of the Regional Organising Committee.

Following the success of the 3rd Pacific Human Rights Conference held in Fiji in 2024, which brought together more than 230 participants from across the Pacific and beyond, PHRC4 will continue to provide a regional platform for dialogue, solidarity, knowledge exchange, and collective action to advance the human rights of people of diverse sexual orientations, gender identities and expressions, and sex characteristics (SOGIESC+).

Under the theme:

“Indigenous Sovereignty, Climate Justice, and SOGIESC+ Equality: Strengthening Human Rights in the Blue Pacific Continent”

PHRC4 welcomes Expressions of Interest from Indigenous leaders, SOGIESC+ communities, human rights defenders, community organisations, governments, regional bodies, development partners, researchers, and civil society organisations committed to advancing equality and human rights across the Blue Pacific.

The conference will create space to reflect on shared histories and herstories, address current challenges, strengthen regional movements, and identify collective pathways towards a more inclusive and just Pacific future.

Conference Programme Overview

PHRC4 will be structured across three thematic days:

Day One — History/Herstory, Decolonisation and Movement Building Progress

A focus on the histories/herstories, identities, Indigenous perspectives, struggles, achievements, and continued progress of SOGIESC+ movements across the Blue Pacific.

Day Two — Justice, Survival and Systems Change

A focus on human rights, climate justice, community resilience, health and wellbeing, and the systems and approaches required to achieve meaningful and sustainable change.

Day Three — Accountability, Financing and Future

A focus on accountability, sustainable financing, movement strengthening, and collective pathways towards the future of human rights and equality in the Blue Pacific.

The detailed programme, including session titles, speakers, venues and associated activities, is currently being developed by the Regional Organising Committee and Host Organising Committee. Any associated youth or pre-conference activities will be confirmed and communicated separately prior to publication.

Expression of Interest Process

Expressions of Interest will open on 26th July 2026 and close on 14th August 2026. Expressions of Interest will be reviewed the PHRC4 Conference Secretariat on behalf of the Regional Organising Committee. Recommendations will be submitted to the Regional Organising Committee (or its delegated Participant Review Subcommittee) for endorsement taking into account conference capacity, programme considerations, regional representation and the objectives of PHRC4.

Applicants will be advised of the outcome and provided with further conference information by the PHRC4 Conference Secretariat, and, if successful, will receive further information regarding conference participation and next steps.

Self-Funded Participation

There is no registration fee to attend PHRC4.  Individuals and organisations interested in participating are requested to submit an Expression of Interest to assist the Conference Secretariat and Regional Organising Committees with participant coordination, conference planning, and communication.

This call is for self-funded participants. Participants will be responsible for arranging and meeting their own costs, including:

• International and domestic travel;

• Accommodation;

• Travel insurance;

• Visa requirements (where applicable);

• Meals and personal expenses; and

• Any other costs associated with participation.

Participants submitting an Expression of Interest should confirm their ability to meet their own travel, accommodation, insurance, visa, and associated participation costs.

Submission of an Expression of Interest does not guarantee participation or financial support. Confirmation and further conference information will be communicated by the PHRC4 Conference Secretariat.

Expected Conference Outcome

PHRC4 is expected to produce a bilingual English–French Conference Outcome Statement reflecting the collective priorities and commitments of participants.

Contributions from plenaries, thematic sessions, working discussions, and community caucuses will inform the development of the Outcome Statement. The document will identify regional priorities, shared responsibilities, and an accountability pathway towards the 5th Pacific Human Rights Conference (PHRC5).

The Conference Outcome Statement will be developed through a collaborative process led by the Regional Organising Committee, in consultation with the Host Organising Committee, PSGDN Secretariat and conference participants.

Accessibility and Inclusion

PHRC4 is committed to supporting inclusive participation. Participants are encouraged to advise the Conference Secretariat of any accessibility, interpretation, dietary, communication, or other participation requirements when submitting their Expression of Interest.

Conference Languages

The conference will be conducted in English and French.

Interpretation and language support arrangements will be confirmed prior to publication of the final conference programme.
