Australian Support for Pacific HIV Action (ASPHA)
The Pacific Sexual & Gender Diversity Network (PSGDN) is seeking qualified and motivated candidates to join our team supporting the implementation of the Australian Support for Pacific HIV Action (ASPHA) project. ASPHA is a flagship Australian Government initiative funded by the Department of Foreign Affairs and Trade (DFAT) and led by Health Equity Matters (HEM). The programme supports community-led HIV prevention, treatment, care and support across the Pacific.
As a consortium partner, PSGDN contributes to strengthening community-led HIV responses through grants management, financial stewardship, organisational strengthening and capacity development. PSGDN works with its network of National Member Organisations (NMOs), Civil Society partners and community-led organisations in Fiji and across the Pacific to promote sustainable, inclusive and rights-based responses.
About PSGDN
The Pacific Sexual and Gender Diversity Network (PSGDN) is the regional network of LGBTQIA+ organisations and individuals across the Pacific, currently based in Suva, Fiji. PSGDN is a Fiji-registered regional civil society organisation committed to advancing the human rights, health, dignity, safety and wellbeing of people of diverse sexual orientations, gender identities and expressions, and sex characteristics (PIDSOGIESC+) throughout the Pacific.
PSGDN’s membership and partnerships continue to grow, with affiliates and member organisations across 14 Pacific Island countries, including Tahiti. PSGDN continues to support the development of strong, sustainable and connected LGBTQIA+ community movements across the Pacific, including efforts to establish partnerships and networks in other Pacific territories.
PSGDN works to advocate for resourced and sustainable LGBTQI community organisations at country level, promote political commitment to SOGIESC+ inclusion, support reform of discriminatory laws and policies, and strengthen the recognition, participation and representation of Pacific people of diverse SOGIESC+ at local, national, regional and international levels.
Through partnerships with community-led organisations, governments, development partners, regional agencies and civil society stakeholders, PSGDN strengthens:
Organisational capacity, governance and sustainability of LGBTQIA+ community organisations;
Grants management, financial accountability and institutional strengthening;
Advocacy, leadership development and movement building;
Inclusive health, human rights and development programming;
Evidence generation, research and strategic information;
Community participation and representation in decision-making spaces; and
Efforts to reduce stigma, discrimination and barriers affecting LGBTQIA+ communities.

PSGDN is inviting applications for the following positions:
1. Grants Finance Officer
Employment Type: Full-time Fixed-Term Contract
Contract Period: September 2026 – 31 December 2028
Location: Suva, FijiReports To: Finance & Operations Lead
Position Purpose
The Grants Finance Officer is responsible for the financial management, grants administration, compliance monitoring and reporting of the ASPHA Project administered by PSGDN. The position will oversee grant financial management processes, review partner financial reports, monitor budgets and expenditure, support donor compliance, strengthen partner financial systems and supervise the Assistant Finance and Administration Officer.
Key Responsibilities
Manage the financial administration of ASPHA grants.
Monitor project expenditure against approved budgets and work plans.
Review partner financial acquittals and supporting documentation.
Prepare financial reports for management and donor requirements.
Support budgeting, forecasting and financial analysis.
Monitor compliance with donor agreements and PSGDN policies.
Support audits, financial reviews and donor verification processes.
Provide financial mentoring and capacity strengthening support to partner organisations.
Supervise and provide guidance to the Assistant Finance and Administration Officer.
Essential Requirements
Applicants must have:
A Bachelor's Degree in Accounting, Finance, Financial Management or related discipline from a recognised university.
Minimum five (5) years' experience in financial management, grants management or donor-funded programmes.
Demonstrated experience managing project budgets and preparing financial reports.
Strong knowledge of financial management, internal controls, budgeting and grant compliance.
Experience working with NGOs, civil society organisations or development partners.
Experience supporting audits and financial compliance.
Strong analytical, organisational and communication skills.
Experience using accounting software and Microsoft Excel.
High level of integrity, professionalism and attention to detail.
Excellent written and verbal communication skills.
Desirable
Membership of a recognized professional accounting body (e.g. Fiji Institute of Chartered Accountants (FIA), CPA or CA).
A Master’s Degree in Accounting, Finance, Business Administration or a related discipline.
Experience managing DFAT-funded or other international donor-funded grants.
Experience supporting financial capacity strengthening of community organisations.
Understanding of HIV programming, human rights and community-led approaches.
2. Assistant Finance and Administration Officer
Employment Type: Full-time Fixed-Term Contract
Contract Period: September 2026 – 31 December 2028Location: Suva, Fiji
Reports To: Grants Finance Officer
Position Purpose
The Assistant Finance and Administration Officer provides financial, administrative and operational support to the ASPHA Project. The position supports accurate financial processing, record keeping, procurement, logistics and project administration while ensuring compliance with PSGDN policies and donor requirements.
Key Responsibilities
Process financial transactions, invoices, payments and reimbursements.
Maintain accurate accounting records and supporting documentation.
Assist with banking, reconciliations and financial filing.
Support procurement processes and maintain procurement records.
Maintain project asset registers and financial documentation.
Assist with grant administration and partner financial documentation.
Provide logistical and administrative support for project activities, meetings and events.
Support audit preparation and compliance requirements.
Essential Requirements
Applicants must have:
A Diploma in Accounting, Finance, Business Administration or related discipline from a recognised university, college or tertiary institution.
A Bachelor's Degree in Accounting, Finance, Business Administration or a related discipline will be an advantage.
Minimum three (3) years' experience in finance, accounting or administration.
Experience using accounting software.
Knowledge of Microsoft Office applications, particularly Excel.
Strong organisational skills and attention to detail.
High level of integrity, professionalism and attention to detail.
Excellent written and verbal communication skills.
Ability to manage competing priorities and meet deadlines.
Desirable
Experience working in an NGO, civil society organisation or donor-funded project.
Experience supporting procurement and logistics.
Understanding of community-led HIV programmes and human rights issues.
