Location: Suva, Fiji

Employment Type: Full-time, Fixed-Term Contract

Salary Grade: P2 – Commensurate with qualifications, experience and PSGDN salary scales

The Pacific Sexual & Gender Diversity Network (PSGDN) is seeking a qualified, experienced and motivated Senior Monitoring, Evaluation and Learning (MEL) Officer to support the implementation of the Australian Support for Pacific HIV Action (ASPHA) – Community Stream in Fiji.

PSGDN is a regional Pacific network working to strengthen the leadership, inclusion, safety, health, wellbeing and human rights of Pacific Island sexual and gender diverse communities and people living with HIV. Under ASPHA, PSGDN supports community-led HIV programming, capacity strengthening, grant management and coordination with community organisations, government and regional partners.

The Senior MEL Officer will provide technical leadership and coordination for monitoring, evaluation, learning and evidence functions across PSGDN’s ASPHA Community Stream activities and downstream civil society partners. The position will support the development and implementation of effective MEL systems, high-quality data collection and analysis, reporting, learning, community-led monitoring, and the use of evidence to strengthen HIV programming and improve services.

Key Responsibilities

The successful applicant will be responsible for:

Leading the implementation of PSGDN’s MEL activities under the ASPHA Community Stream;
Supporting the development and use of practical MEL plans, indicators, tools, reporting systems and data collection processes;
Coordinating the collection, management, quality assurance, analysis and reporting of program data;
Strengthening data quality, documentation and reporting practices across PSGDN and downstream civil society partners;
Leading and strengthening Community-Led Monitoring (CLM) activities in Fiji;
Preparing high-quality MEL inputs, data summaries, dashboards, reports, presentations and learning products;
Supporting the use of program evidence for decision-making, program improvement, advocacy and service strengthening;
Providing technical mentoring and capacity strengthening to PSGDN staff and community partners;
Representing PSGDN in relevant HIV technical coordination mechanisms and stakeholder forums; and
Ensuring that all MEL activities uphold confidentiality, ethical data practices, informed consent, safeguarding and do-no-harm principles.

Essential Qualifications and Experience

Applicants should have:

A bachelor’s degree in monitoring and evaluation, public health, epidemiology, health informatics, social sciences, statistics, development studies or another relevant discipline;
At least 2–5 years of relevant experience in monitoring, evaluation and learning, public health programming, community development, HIV programming, social services or related fields;
Demonstrated experience developing and implementing MEL systems, indicators, data collection tools, results frameworks, reporting mechanisms and learning processes;
Experience collecting, managing, analysing and interpreting quantitative and qualitative data;
Experience supporting community-based programs, civil society organisations, health programs or development projects;
Strong analytical, reporting, communication and stakeholder engagement skills;
Proficiency in Microsoft Excel, Word and PowerPoint;
Knowledge or experience using data management, visualisation or analysis platforms such as Power BI, Kobo Toolbox, DHIS2, SPSS, Stata or other relevant tools;
A strong understanding of ethical data collection, confidentiality, informed consent, safeguarding and responsible management of sensitive information; and
The ability and willingness to travel within Fiji as required.

Desirable Experience

Preference may be given to applicants with experience or knowledge in:

HIV, sexual and reproductive health, public health, human rights, gender equality or disability inclusion;
Working with people living with HIV, key and priority populations, and community-led organisations;
Community-Led Monitoring, participatory monitoring or community accountability approaches;
The Pacific HIV context and barriers affecting access to health services;
DFAT, Global Fund, UN agencies or other international development partners; and
Developing technical reports, conference abstracts, presentations, evidence briefs or advocacy materials.

Eligibility and Location

This is a Fiji-based position located in Suva. The successful applicant will be expected to work from Suva for the duration of the contract. Applicants must have the legal right to work in Fiji or be eligible to obtain the required work authorisation. PSGDN does not provide relocation assistance or cover relocation-related costs.
